Philip Marston is a CAEM Senior Research
Fellow, experienced in the legal, regulatory, and business aspects of the
restructuring of the gas and electric power industries. In the mid-1980s,
he was one of the architects of the transition to a competitive,
open-access natural gas market, serving as assistant to Federal Energy
Regulatory Commission Chairman Raymond O’Connor and subsequently for
Hadson Gas Systems and LG&E Natural Gas Marketing. He has served as
counsel with the law firm of Dewey Ballantine and as director for legal
and regulatory affairs for XENERGY. In 1998, he established a law practice
in Virginia, representing energy and e-commerce companies involved in the
transition to more competitive markets in the United States and Europe.
Phil received his J.D. from the University of Virginia School of Law. He
has published a book and dozens of articles on energy issues over the last
25 years and has been a frequent speaker on restructuring. |
