CAEM's Convention for Supporters of Energy Markets: Coordinating and Accelerating the Transition, took place June 6-7 in Washington, DC. The event was being held in conjunction with CAEM's annual Energy Competition Leadership Awards Banquet, which was held the evening of June 6. Convention speakers addressed vision, policy, strategy, leadership, organization, funding, and outreach and the essential and interwoven roles that each needs to play in advancing competitive markets. On Two Fronts

A recent paper by the Cato Institute disparaged the progress of electric restructuring in the United States. CAEM strongly disagrees, and in response has published a paper entitled "Throwing the Baby Out With the Bathwater" and an article in Natural Gas and Electricity Journal. Default Provider Study Draws Interest

CAEM's study of default service and providers of last resort-issues that are key to the success or failure of retail restructuring plans-has drawn interest from the public and private sectors as well as the media.

CAEM Responds to
Ontario Price Caps

CAEM has published a paper countering Ontario Premier Ernie Eves' drastic Nine-Point Plan in response to the province's current competitive electricity regime. If enacted, the plan will result in both long- and short-term harm to Ontario's economy and adopt policies perilously close to those which undermined the California electricity markets. Council for Understanding Energy Markets

Given the crises of the last several years, energy market issues now transcend the trade press and technical discussion groups to involve the national media and opinion leaders outside the business-as-usual players. CAEM is organizing a group whose focus is to provide objective, unbiased information on key issues relating to natural gas and electric markets, regulation and restructuring to the 1000 most influential energy opinion makers in the United States, as well as to the interested public at large. The Council for Understanding Energy Markets will be made up of 50 organizations, about evenly divided between public-sector/public-interest and corporate representatives. Minimum Customer Care Standards Working Group

CAEM has partnered with Navigant Consulting to bring together a number of senior executives representing IOUs, marketers, outsourcing firms and vendors to analyze and make recommendations on minimum customer care standards in the utility industry. This effort is an extension of CAEM's work in Phase I of the Customer Care Certification Program (C3P). CAEM is accepting nominations of other executives to join the working group. Study Shows Market-Based Reliability Solutions Can Save Consumers Billions

The study concludes that market-based approaches to improving reliability - including market-based demand response initiatives, distributed energy, and moving towards an energy-only market (with limited or no extra capacity costs fixed for reliability) would more closely link consumer preferences and consumption levels with costs. Benefits of Competition in the Mid-Atlantic (PJM) Region

Final Report of Customer Care Certification Program Released

CAEM brought more than 25 senior executives together to explore the potential for creating standards of customer service and operations in the utility sector and to implement those standards through a certification program. Grid Enhancement Forum Final Report Released

The Grid Enhancement Forum investigated opportunities for enhancing the Nation's electric transmission grid through the use of various new technologies. The Final Report presents the need to enhance the transmission grid, factors that affect deployment of enhancements, and recommendations to mitigate hindrances and encourage use of new technologies. DISCO of the Future Project Final Report Released

The DISCO of the Future Forum was a year-long effort to examine and make recommendations on the future of gas and electric distribution companies. The report, "Competition and Consumer Protection Perspectives on Electric Power Regulatory Reform: Focus on Retail Competition," was published by the FTC staff in September 2001.
