capital for market-oriented solutions to the challenges
faced by restructured markets. As a nonprofit organization,
CAEM funds its activities, which include education and
outreach, studies and analysis, and special events,
through tax-deductible contributions. The suggested
contribution tiers are structured to pool industry resources
and recognize budgetary constraints and desired levels

Premier Ernie Eves' drastic Nine-Point Plan in response to the
province's current competitive electricity regime. If enacted,
the plan will result in both long- and short-term harm to Ontario's
economy and adopt policies perilously close to those which undermined

Customer Care Quality Standards Report Released
Council for Understanding Energy Markets
Given the crises of the last several years, energy market issues now transcend the trade press and technical discussion groups to involve the national media and opinion leaders outside the business-as-usual players. CAEM is organizing a group whose focus is to provide objective, unbiased information on key issues relating to natural gas and electric markets, regulation and restructuring to the 1000 most influential energy opinion makers in the United States, as well as to the interested public at large. The Council for Understanding Energy Markets will be made up of 50 organizations, about evenly divided between public-sector/public-interest and corporate representatives. Minimum Customer Care Standards Working Group
CAEM has partnered with Navigant Consulting to bring together a number of senior executives representing IOUs, marketers, outsourcing firms and vendors to analyze and make recommendations on minimum customer care standards in the utility industry. This effort is an extension of CAEM's work in Phase I of the Customer Care Certification Program (C3P). CAEM is accepting nominations of other executives to join the working group. The RED Index is CAEM's comprehensive index benchmarking movement toward retail energy choice across the United States, Canada, England, Australia, and New Zealand. The fourth edition finds that electricity deregulation in the United States has stalled and that utilities are experimenting with "virtual customer choice."

Study Shows Market-Based Reliability Solutions Can Save Consumers Billions
The study concludes that market-based approaches
to improving reliability - including market-based demand response
initiatives, distributed energy, and moving towards an energy-only
market (with limited or no extra capacity costs fixed for reliability)
would more closely link consumer preferences and consumption levels

CAEM and the Australian-based Institute for Public
Affairs are co-sponsoring a report comparing energy reforms in
the natural gas and electric industries in the United States,

board for this project from which it will seek analytical and

Final Report of Customer Care Certification Program Released
CAEM brought more than 25 senior executives together
to explore the potential for creating standards of customer service
and operations in the utility sector and to implement those standards
through a certification program. We are pleased to offer the the

Grid Enhancement Forum Final Report Released
The Grid
Enhancement Forum investigated opportunities for enhancing
the Nation's electric transmission grid through the use of various
new technologies. The Final Report presents the need to enhance
the transmission grid, factors that affect deployment of enhancements,
and recommendations to mitigate hindrances and encourage use of
new technologies. An appendix reviews available technologies.

The report, "Competition and Consumer Protection Perspectives on Electric Power Regulatory Reform: Focus on Retail Competition," was published by the FTC staff in September 2001.
