Ken Malloy, founder and chief executive officer of CAEM, deemed Default Provider analysis so important that he personally was the Project Director for the study. Malloy is widely regarded as a visionary on the role of markets in energy policy. He has appeared on numerous media broadcasts and has been widely quoted by leading national publications. His 20-plus years of experience in the energy industry includes service as the Department of Energy’s lead career official on policies relating to competition, regulatory reform, and industry restructuring. He has also been a law professor in the field of economic regulation and a staff official at the Illinois Commerce Commission and the Federal Energy Regulatory Commission, where he has largely responsible for developing the regulations that led to competition in natural gas markets. Prior to founding CAEM, he worked for PHB Hagler Bailly, one of the largest international energy consulting firms in the world.

Calvin Timmerman is Director of the Rate Research and Economics Division and Chief Economist at the Maryland Public Service Commission. He has managed natural gas and electricity restructuring activities, and has been the staff policy witness in numerous restructuring rate, merger and corporate reorganization proceedings. Timmerman chairs the Maryland Gas Restructuring Roundtable and Electric Choice Implementation workshops. He chaired the settlement process that produced a new framework for post-rate freeze standard offer electric supply.

Wayne Harbaugh is Manager of Electric Pricing and Supplier Services for Baltimore Gas and Electric Co., a member of the Constellation Energy Group. He is the Project Manager for BGE’s Electric Choice. He serves as the company’s liaison for electric and gas matters with the Maryland Public Service Commission. He has responsibility for all electric and gas service pricing, tariff administration, load research, cost of service studies, sales and revenue projection, conservation program, customer retention and special contracts, load profiling, supplier load settlement, supplier services and wholesale power procurement of over $1 billion per year for standard officer services. He coordinated BGE’s transition to an electric customer choice environment serving as the project manager for electric restructuring. BGE was one of the first utilities in the country to offer its larger gas customers the option of purchasing gas in the interstate market, starting in 1976. Today, 100 percent of both BGE’s gas and electric customers can shop for competitive supply.

Michael Swider is Manager of Regulatory Affairs and Government Relations, for Strategic Energy, one of the largest competitive retail electricity suppliers in the United States, serving customers in California, Ohio, Pennsylvania, Texas, Massachusetts, New York, New Jersey, Connecticut, Michigan and, soon, Maryland. Swider manages the regulatory group that oversees, participates in, and intervenes in regulatory developments in the Eastern Region of the United States. He is also the company’s primary liaison with the Federal Energy Regulatory Commission, PJM, NYISO, New England ISO, Mid-Atlantic Power Supply Association., and the Alliance for Retail Choice. Ultimately, his role is to advise the company on market entry opportunities and ensure that existing markets remain viable. Swider, before joining Strategic Energy, was an Economist at the Massachusetts Division of Energy Resources, where he worked on wholesale and retail energy market design.
