Our Vision and Mission
Energy markets are
poised for radical transformation, driven by technological change and
public policy reform.
The Center for the Advancement of Energy Markets (CAEM, pronounced "kay-em") is a not-for-profit corporation founded in May 1999 whose mission is to:
- Chronicle and
understand changes in domestic and global energy markets brought about
by technological and policy developments.
- Expound a market-oriented
vision for energy markets.
- Develop consensus
on mission critical issues relating to the success of energy restructuring.
- Persuade and encourage
key public policy, consumer, and corporate decision makers to implement
changes to achieve a market-oriented vision.
The Center offers
a variety of educational programs and publications which provide the major
source of its funding.
Leadership
Ken Malloy, the Founder and Chief Executive Officer of CAEM. is widely regarded as a visionary on the role of markets in energy policy. He has appeared on CNN, MS-NBC and other broadcast media and has been widely quoted in the press, including Time magazine, The Washington Post, and The New York Times. His 20 years of experience include service as the Department of Energys lead career official on policies relating to competition, regulatory reform, and industry restructuring. He has also been a a law professor in the field of economic regulation and a staff official at the Illinois Commerce Commission and the Federal Energy Regulatory Commission, where he was largely responsible for developing the regulations that led to competition in natural gas markets. Prior to founding CAEM, he worked for PHB Hagler Bailly, one of the largest international energy consulting firms in the world.
Jamie Wimberly, CAEM's
co-founder and President, has initiated and directed many of CAEM's
projects, including the DISCO of the Future Program, the Distributed
Energy Task Force, and the Grid Enhancement Forum. He has more than 10
years of experience in the energy industry and is widely regarded as
one of the nation's energy experts. In addition to his work with CAEM,
he serves on the Board of Advisors of V Finance, a portfolio management
and investment banking company headquartered in New York City with
approximately $1 billion in investments. Before joining CAEM, he served as Vice President of the Consumer Energy Council
of America (CECA), the nation's oldest consumer organization, and as a congressional
staffer focusing on U.S. trade policy. He has published more than 40
articles on energy issues, telecommunications policy, and international
trade.
Tina
Thomas, CAEM Senior Vice President, has
more than 24 years of
diversified experience in the gas and oil industry. Before joining CAEM,
she worked for the
Gas Research Institute, a not-for-profit research arm of
the gas industry. There, as Managing Director for Marketing, she developed
and implemented a voluntary approach to funding research and
also managed the state advocacy program and regulatory relations. With
Conoco, Inc., she held various petroleum engineering positions in Wyoming,
Oklahoma, and Texas, including hands-on experience in drilling
and production of exploration and development wells. She was also
responsible for acquisition and distribution of 300 million cubic feet
per day of natural
gas for DuPont’s chemical plants in Texas.

The primary intellectual
capital of CAEM will initially be in the form of CAEM Scholars, individuals
who have distinguished themselves by supporting market-oriented policies
for energy markets in academic, public sector, or corporate settings.
